Is Dr. Michael Kamrava, fertility doctor who assisted Nadya Suleman (aka "octomom"), committing malpractice by placing excessive amounts of embryos in his patients?

I'm not sure if I'd consider this medical malpractice, however it seems very unethical and he should be held accountable for allowing a mother who is single and on welfare to have more childern.
