Who should be held responsible for web chat room suicide?

One year ago, a British man committed suicide while logged into a website chat room.  This particular chat room was considered an "insult" room.  Members of the chat room egged this man on when he indicated that he was thinking of killing himself.  Nobody tried to get him help or stop him. Should someone be held legally responsible for pushing this man to kill himself?
